HONDURAS: DROUGHT
The Government declared a state of emergency on 19 August in 75 municipalities under Red Alert for drought, instructing authorities to secure funds and coordinate international cooperation. The declaration follows a worsening El Niño-linked drought that has also placed 71 municipalities under Yellow Alert and 88 under Green since 18 August. Response projects under CERF – the UN’s Global Emergency Fund – and the Honduras Humanitarian Fund, are active in 23 of these municipalities, including 15 under Red Alert. Disaster authorities, with UN and National Humanitarian Network support, assessed needs across the 75 municipalities ahead of the declaration. Around 1.8 million people, a fifth of the population, face Crisis-level or worse food insecurity between August and October, including 60,000 at Emergency levels.
COSTA RICA/PANAMA: SEVERE WEATHER
Costa Rica’s National Emergency Commission (CNE) reported 773 people in 10 shelters and 418 returned home as of 20 August, amid persistent rains from eight tropical waves since 20 July that saturated soils to 80 to 100 per cent. Five Red Cross teams are delivering food to 650 families isolated by flooding in Talamanca, Turrialba and Limón’s indigenous territories. Rains also flooded Panama’s Changuinola, affecting 1,154 people and damaging 702 homes; authorities evacuated 21 people, with 98 still in shelters, and declared a Green Alert on 16 August for Bocas del Toro, the Ngäbe-Buglé Comarca and Naso Tjër Di. CNE recommended a national emergency declaration on 20 August for nine cantons hardest hit, including Turrialba, Limón and Talamanca.
COLOMBIA: EARTHQUAKE
Colombia’s Humanitarian Country Team updated the Humanitarian Needs and Response Plan (HNRP), identifying 1.2 million additional people in need and seeking US$148 million, including US$82 million to assist 127,000 hyper-prioritized vulnerable people through year-end. The addendum responds to the 10 August magnitude 7.4 earthquake in San José del Palmar, Chocó. Donors have mobilized more than US$35 million, plus a US$5 million CERF allocation, as the response shifts from assistance and protection toward restoring essential services. At least 282,709 people across 15 departments have been affected, with damage to 3,483 schools, 4,996 community centers and 348 health facilities. The Government declared a State of Economic, Social and Ecological Emergency on 19 August for 30 days.
CHILE: LANDSLIDE
A landslide swept through Tocopilla, in the Antofagasta region in the north, carrying vehicles and debris through streets. Rising river levels and mudslide risk have displaced 1,166 people and affected 1,721 across the Arica-Parinacota, Tarapacá and Antofagasta regions, with 343 in shelters and roughly 35 sectors isolated; ten health facilities are out of operation, including Tocopilla’s, running at reduced capacity. The National Disaster Prevention and Response Service (SENAPRED) ordered evacuations in several communes on 19 August, following a preventive emergency extended across the north two days earlier. The Government declared a state of catastrophe for Tocopilla, the hardest-hit area, amid an El Niño event whose impact could extend through March 2027.
